Understand the difference between recyclable, design for recycling and recycled at scale
Article 6 says packaging is recyclable when it is designed for material recycling and, when it becomes waste, can be separately collected, sorted without harming other streams and recycled at scale. These are connected but distinct tests. A paper substrate may be recyclable in principle while a finished carton fails because a component interferes with sorting or reduces the quality of the recovered material.
From 2030, the assessment begins with design-for-recycling criteria for the relevant packaging category. From 2035, recycled-at-scale performance is added. The Commission must establish category methods through delegated and implementing acts, so a supplier should not promise grade A today without the final method. Buyers can still reduce foreseeable risk before those acts are complete.

Assess the carton as a packaging unit and inspect separate components
PPWR states that where a packaging unit has separate components, compliance is assessed separately for each component. All components must be compatible with established collection, sorting and recycling processes and must not hinder the recyclability of the main body. For a folding carton, this means looking beyond the paperboard to windows, handles, inserts, sleeves, labels and closures.
Start with the simplest structure that still protects and sells the product. Reduce permanently bonded materials that perform only a decorative role, make removable parts genuinely easy to separate, and identify the predominant material. These are practical risk-reduction steps; the final acceptability of a coating, foil area or window depends on the category criteria and the recycling systems addressed by PPWR.

Control print and finish choices before the artwork is locked
A finish can change how a carton behaves in pulping, screening or optical sorting. Large plastic laminates, metallised layers, dark surfaces, wet-strength treatments or difficult-to-remove adhesives may require closer review. Small decorative areas are not automatically acceptable or unacceptable; ask for the exact material, coverage and supplier evidence rather than relying on a visual description.
Build the artwork with separate layers for each finish and record the approximate coverage. If a plastic window or insert is necessary, compare a reduced size, a removable design or a paper alternative. Keep the performance requirement visible: removing a barrier or reinforcement that prevents food contamination or transport damage can create a different environmental and compliance problem.

Prepare evidence and label space without inventing a label
Article 12 introduces a harmonised label for material composition from 12 August 2028 or 24 months after the relevant implementing acts take effect, whichever is later. The format must follow the official pictograms and specifications. A buyer can reserve a suitable artwork area now, but should not create a look-alike PPWR mark or assume one label will replace all product and national information.
Keep a bill of packaging materials, component weights, supplier declarations, structure drawing and test or assessment evidence. When the category criteria are published, evaluate the actual packaging unit and record the result. The same data will also support technical documentation, EPR fee discussions and redesign decisions across a product family.
